The Government of Kazakhstan reviewed digital systems developed by the Ministry of Agriculture, covering public services and administrative workflows across the agroindustrial sector. Deputy Prime Minister and Minister of National Economy Serik Zhumangarin chaired the presentation.

Digitalization
Online public services currently include subsidy processing, livestock identification and tracking, veterinary and phytosanitary certification, agricultural land use monitoring, and water and fisheries registry management.
A widely utilized system remains the State Subsidies Information System at gosagro.kz. Through this portal, farmers access state support across 20 agricultural directions, encompassing crop farming, livestock breeding, food processing, and aquaculture. The platform links to state information databases, and subsidy allocations calculate automatically based on verified digital submissions.
Digital monitoring of agricultural land
To monitor agricultural land utilization, authorities deploy the JerInSpectr platform, launched in 2023. Using satellite Earth observation data, the software evaluates the operational state and actual use of agricultural land parcels. The system has processed over 50 thousand incident reports identifying potential violations of land legislation.

Modernization of JerInSpectr proceeds in partnership with Kazakhstan Gharysh Sapary Joint Stock Company. Technicians plan to introduce artificial intelligence technologies to analyse satellite data and evaluate the qualitative fertility of agricultural parcels. Serik Zhumangarin instructed developers to accelerate automation to minimize human discretion in administrative decisions.

Digitalization advances across the fishing industry. The E Fish system provides end-to-end traceability for commercial fish catches from landing sites or fish farms to consumers. The database registers 1,221 commercial enterprises, supervising natural fishing waters and aquaculture facilities down to individual kilogram batches. The Ministry of Agriculture reports that supply chain transparency lowered illicit fish turnover by 7 per cent in 2025.
Digital identification of farm animals
Another digital system is the Farm Animal Identification System, which stores records for more than 39 million farm animals. Each animal receives an individual identification number, while the system tracks movements, laboratory tests, and veterinary procedures. This establishes lifetime animal records from birth to slaughter and commercial sale, including live cattle and meat exports.

Incorporating commercial feedback, the animal identification database is undergoing modernization. Engineers will link retail trade businesses, catering operations, schools, and social institutions to the system. Four additional digital tools will also be introduced.
Improving administrative workflows
Simultaneously, the Ministry of Agriculture collaborates with Halyk Bank to optimize administrative workflows. The initial stage focuses on livestock management, analyzing identification protocols, registration, transit, and disposal procedures at farm level. The updated model aims to eliminate manual data entry, remove duplicate records, and increase reporting accuracy.
Digital transformation initiatives also encompass building an industry data repository, defining an agricultural digital development architecture, and coding initial public services on the QazTech platform.
Creation of the digital agro platform
The strategic objective is establishing the Digital Agro Platform, an integrated digital ecosystem unifying departmental databases, digital soil mapping, and the Smart Data Agro data lake. The system will deliver complete agricultural product traceability, incorporate artificial intelligence diagnostics and business intelligence analytics, and lower administrative burdens for farmers.

Authorities plan to deploy the unified agroindustrial digital platform before the end of 2028.
Following the session, Serik Zhumangarin commended digital developments at the Ministry of Agriculture and instructed agencies to complete the integration of information systems on schedule, prioritizing solutions designed for ease of use by agricultural producers.
