National Logistics System Arrangement in Indonesia Brings Fresh Air to The Farmers

Jakarta - The government through Presidential Instruction Number 5 of 2020 regulates the National Logistics Ecosystem (ELN) to provide convenience for business actors, both exporters and importers, including agricultural and fishery commodities. With this arrangement, the convenience of a single submission within the framework of Quarantine and Customs (SSm QC) will be one of the factors supporting the success of the national logistics ecosystem structuring program.

The Indonesian Ministry of Agriculture through the Agricultural Quarantine Agency stated its readiness to support the smooth arrangement of the ELN. This is a manifestation of the government's commitment in this case the Ministry of Finance through the Directorate General of Customs and Excise and the Ministry of Agriculture and the Ministry of Maritime Affairs and Fisheries through the Quarantine Agency to accelerate the flow of goods.

For information, SSm QC is an initiative program to change business processes with the aim of reducing repetitions and duplications that have been occurring so far. Before the implementation of this program, goods that have certain characteristics such as animals, fish and plants are not only inspected by Quarantine and Customs. With the implementation of SSm which is supported by the collaboration of risk profiles from quarantine and customs agencies, goods owners only need one time to submit data related to goods inspection through the Indonesia National Single Window (INSW) system.

The implementation of this business process has been carried out in stages in 4 major ports, namely Belawan, Tanjung Emas, Tanjung Perak and Tanjung Priok. Efficiency of accelerated inspection through joint inspection is estimated to reach 35-56 percent and cost efficiency of up to IDR 85 billion.

The synergy for the acceleration of this service has also been stated in the cooperation agreement between the Director General of Customs and Excise, the Head of the Agricultural Quarantine Agency and the Head of the Fish Quarantine Agency, Quality Control and Safety of Fishery Products (BKIPM) regarding the Service and Control of Import and Export Commodities Mandatory Quarantine Check.

The head of the Agricultural Quarantine Agency, Mr. Ali Jamil in his written statement on Friday (25/09/2020), "For this reason, in carrying out the task of controlling the safety and quality of food and feed originating from agricultural products, we also strengthen quarantine facilities and infrastructure, including testing laboratories. Our staff who are located in all airports, seaports, cross-border posts and post offices that have been assigned, besides being tasked with preserving living natural resources, will also ensure that food and agricultural commodities that enter Indonesia must be safe and healthy”.
