The Cabinet of Ministers has renamed the Ministry of Economy of Ukraine, establishing the Ministry of Economy, Environment and Agriculture of Ukraine in its place. The Government approved this decision at its meeting on 21 July 2025. The same resolution abolishes the Ministry of Agrarian Policy and Food and the Ministry of Environmental Protection and Natural Resources, designating the Ministry of Economy, Environment and Agriculture as their legal successor.

Commissions have been established to oversee the liquidation of the aforementioned ministries, with a maximum liquidation period set at six months.

“We have a clear strategic task from the President of Ukraine and the Prime Minister – to focus efforts on strengthening Ukraine’s economic potential. This will be the primary focus of the combined ministry’s synergy. Within the framework of the unified ministry, we are building an institutional foundation for a comprehensive approach to the country’s development. We are not starting from scratch but rather enhancing the existing policies of the Ministry of Agrarian Policy and the Ministry of Environmental Protection and Natural Resources, supplementing them with expertise in investment planning, access to donor resources, risk mitigation mechanisms, and reform of the permit issuance system,” said Oleksii Sobolev, Minister of Economy, Environment and Agriculture.

The Minister emphasised that significant attention will be given to fulfilling Ukraine’s international environmental protection obligations and implementing priority programmes in ecology and agriculture. This includes the implementation and expansion of support and assistance programmes from international partners. In particular, agricultural production projects will be actively submitted for funding under the Ukraine Investment Framework, the second component of the Ukraine Facility.

The Government has approved the Regulation on the Ministry of Economy, Environment and Agriculture of Ukraine. According to the document, the Ministry will assume the functions and responsibilities previously held by the Ministry of Economy, the Ministry of Agrarian Policy and Food, and the Ministry of Environmental Protection and Natural Resources.

The decision also amends existing regulatory acts, particularly regarding the direction and coordination of central executive bodies by the Cabinet of Ministers through relevant Government members. According to the changes, the following bodies will be coordinated through the Minister of Economy, Environment and Agriculture:
