The Ukrainian Ministry of Agrarian Policy has defined the goals for the development of the agricultural sector until 2027. Among the main directions are the development of food processing, restoration of agricultural production, expansion of access to EU support programs, more efficient use of resource infrastructure, and development of the wood processing industry.
The Ministry of Agrarian Policy and Food has identified the main tasks for the transformation of the Ukrainian agricultural sector into a highly productive, technological and investment-attractive industry with a greater share of processing. In general, the Ministry of Agrarian Policy aims to transform the agricultural sector into a more technological and processing industry, while ensuring its resilience in wartime, integration into the European market, and preserving Ukraine's role in global food security.
More processing and new markets
The Ministry of Agriculture plans to expand state support for producers of products, a significant part of which is currently imported, as well as to open new foreign markets for at least 10 product items in 2027.
It is also planned to introduce the Institute of Agrarian Attachés and a new loan guarantee mechanism for enterprises in the processing industry through the Fund for Partial Guarantee of Loans in Agriculture.
Special emphasis will be placed on the processing of waste and raw materials of plant and animal origin into biofuel. According to the ministry's plan, the share of processing in the structure of agricultural exports should increase to 63% in 2027, and the volume of agricultural exports should increase by at least $4 billion.
Compensation to farmers and relocation support
Among the priorities for 2026–2027 are the restoration of agricultural enterprises affected by the war and support for relocated producers.
The Ministry plans to introduce a mechanism for verifying crops lost due to hostilities and compensating affected farmers. It also provides for the expansion of compensation for damaged or lost crops due to natural and man-made emergencies.
Separately, it is planned to compensate owners and users of land for losses associated with the use of plots for the placement and maintenance of fortifications.
In 2027, about 70% of owners and users of such land plots should receive compensation. Annual support for the relocation of agricultural enterprises on a total area of about 30 thousand hectares is also provided.
More opportunities within the framework of integration with the EU
Another direction will be to expand the access of Ukrainian agricultural producers to the instruments of the EU Common Agricultural Policy.
The Ministry of Agrarian Policy plans to ensure the full operation of the Paying Agency certification body, create an integrated administration and control system, and continue the implementation of support programs through the State Agrarian Register.
By 2027, the ministry plans to ensure that at least 80% of state support to the agricultural sector is provided through the DAR (State Agrarian Registry).
The implementation of European production standards, the completion of negotiations on the harmonization of legislation in the field of plant protection products, and the formation of Ukraine's negotiating position on the revision of the trade regime are also envisaged.
Cadastre, irrigation and product traceability
Among the tasks of the ministry is the creation of a traceability system for the circulation of agricultural products and a unified system for accounting for the use of natural resources.
By 2027, it is planned to integrate data from state cadastres of natural resources with the State Land Cadastre, ensure open access to the Public Cadastre Map, taking into account the security situation, and introduce long-term planning for the development of land reclamation.
The actual area of irrigation should increase to 200 thousand hectares by 2027. It is also planned to create operators of state irrigation and drainage systems.
New rules for wood processing
A separate block concerns the sustainable development of the woodworking and furniture industries.
In 2026–2027, Ukraine must adapt the rules for the circulation of goods related to deforestation and forest degradation in accordance with the European EUDR Regulation.
It is also planned to introduce a system of due diligence and geo-traceability of the origin of wood, uniform rules for the functioning of the market for all permanent forest users and forest owners.
By 2027, it is planned to complete the corporatization of the state enterprise "Forests of Ukraine" and introduce an indefinite moratorium on the alienation of state shares.
It is expected that by 2027, the volume of wood harvesting will increase to 15.5 million cubic meters, the production of the woodworking and furniture industries will increase by 5%, and the share of products with high added value in exports will increase by 10%.
