Reconstruction of Ukraine and the sustainable recovery

UPF4 helps businesses and civil society organisations support the reconstruction of Ukraine and the sustainable recovery of its economy and society. Projects must address local needs, improve living conditions and help reduce pressure on the Ukrainian public sector. They must have measurable results and benefit a wider community, rather than only 1 business or organisation. Emergency humanitarian aid, feasibility studies, pilot projects and projects based on experimental technologies are not eligible for this subsidy. Projects that can be commercially funded are also not eligible.

Mandatory quick scan

Before applying for UPF subsidy in spring 2027, you must submit a mandatory quick scan between 23 October and 3 December 2026.

UPF Partnership

UPF4 supports partnerships of 2 to 6 businesses and civil society organisations.

Each partnership must include at least 1 business registered in the Netherlands and at least 1 organisation registered in Ukraine.

A Dutch business or civil society organisation acts as the lead applicant. Every partner must play a clear and significant role in the project.

Sectors

Projects should help rebuild facilities damaged or destroyed by war. They can also create local jobs or improve the skills, health and employment prospects of people in Ukraine. Where possible, projects should benefit vulnerable groups, including women, young people and war veterans. Projects must focus on at least 1 of these 4 sectors:

  • healthcare,
  • water,
  • sustainable energy
  • agriculture or agrifood.

Examples in agriculture or agrifood include the following topics:

  • rebuilding storage,
  • cooling,
  • irrigation and logistics facilities,
  • restoring demined agricultural land, and
  • improving food supply and food security.

Project budget

You can apply for a subsidy of at least €500,000 and at most €4 million.

UPF4 covers up to 90% of eligible project costs. The partnership must cover at least 10% of the costs using its own resources or third-party funding, excluding the Ministry of Foreign Affairs. Partners contributing funds must show they can pay their share. Projects must not be commercially fundable, and the budget must not include profit mark-ups.
