Kazakhstan approved a plan of measures for the development of agricultural cooperation until 2029. The document provides for the replication of best practices, training, and agro-support for cooperatives, as well as conducting explanatory and training events for farmers. This was reported by the press service of the Ministry of Agriculture.

According to the department, a complex of stimulating measures aimed at developing agricultural cooperation is being implemented in the republic. These include equal access to all types of state support, tax preferences, the provision of additional points when distributing agricultural land, and training for farmers and private households based on knowledge dissemination centres. All these measures allowed for a 1.5-fold increase in the number of agricultural cooperatives over the last five years — from 2,840 in 2019 to 4,465 in 2024.

"A set of measures has been formed, including determining the need for land resources and infrastructure, increasing agro-competencies, project support, and other measures. For the long-term development of cooperation, mechanisms for subsidising and preferential financing of fattening and food-oriented cooperatives are being introduced. Since September 2025, a preferential program for the replenishment of working capital for feedlots at 5% for a term of up to 12 months without restrictions on ownership form has been operating through the Agrarian Credit Corporation," the Ministry of Agriculture informed.

Comprehensive Plan for the Development of Livestock Breeding

In addition, within the framework of the Comprehensive Plan for the Development of Livestock Breeding, it is planned to introduce a mechanism for guaranteeing loans and increasing lending terms to 15 months, which will increase the availability of financing. Relaxing veterinary and sanitary requirements for obtaining registration numbers is being considered, which will expand the circle of potential participants in support programs.

Since 2023, the "Auyl Amanaty" program has been implemented to increase the income of the rural population, providing for preferential lending and leasing of business projects for residents of rural settlements and small towns at 2.5% for a term of up to 5 years, and in the field of livestock breeding — up to 7 years. Increased financing limits are provided for cooperatives.

Also, according to the ministry, the conditions for subsidising within the framework of the Rules for Subsidising the Development of Breeding Livestock have been simplified: for cooperatives formed from private households, a registration number and agricultural land are not required in several areas.
