Through an in-depth study of the potato industry, the project will identify critical challenges and growth opportunities, helping successfully integrate Ukraine’s agri-food sector into European markets.

The Kyiv School of Economics, in partnership with the Ukrainian Association of Potato Producers (UAPP) and with the support of the Government of the Netherlands in the framework of the (PSD) private sector development program of RVO, is launching the project “Analysis of Strengths and Bottlenecks of Supply Chains of the Potato Sector of Ukraine.”
Strategic embedding
The initiative is part of KSE’s Eurointegration analytical framework, which delivers sectoral EU integration impact assessments.
The project meets the priorities of the Dutch Government in Ukraine in Top sector AgriFood as well as strong focus on regional food security: analysing the local food context and indentifying leverage points for improvements also with the help of Dutch knowledge and experience.
This project aligns closely with Ukraine’s national priorities specified in the Strategy of Agriculture and Rural development of Ukraine - 2030 on for the development of the market infrastructure, processing and creation of products with added value, as a result the rural development and strengthening the role of the producers’ organizations.
Project stages
The project aims to develop a strategic roadmap for building resilient, sustainable, and inclusive potato supply chains in Ukraine. Its primary goal is to enhance the sector’s capacity to adapt to climate-related and geopolitical shocks within the framework of the EU integration. The roadmap will foster fair and transparent markets in Ukraine.
The project will support Ukraine’s local private sector and strengthen the role of sector association in the access to markets, finance, technology, and business development services. It will support the professionalization and scaling of local producers, processors, and agri-service providers.
The following components of the project will support the above tasks:
- In-depth supply and value chain mapping
- A consumer behavior study (via CATI interviews)
- Market segmentation and niche analysis, including processed potato products, to highlight potential growth areas
- Integration of policy, trade, and regulatory analysis, particularly in the context of EU integration
- Focus group discussions with national and international stakeholders, including government institutions, producer associations, development partners, and private sector actors
- Capacity development strategies
The project will lead to the following results:
- Comprehensive value chain mapping
A detailed mapping and analysis of the Ukrainian potato supply chain from input suppliers to end markets, segmented by region and enterprise type (households vs. larger and smaller enterprises), with key actors and bottlenecks identified.
- Consumer survey and market segmentation
National potato consumption and behavior survey completed via CATI and segmentation analysis of product categories (fresh, frozen, starch, chips, etc.).
- Policy, regulatory, and EU alignment gap assessment
Assessment of the policy, regulatory, and administrative environment affecting Ukraine’s potato sector, with a focused analysis of alignment with EU requirements in food safety, sanitary and phytosanitary (SPS) standards, environmental sustainability, and trade compliance. This assessment will identify concrete gaps, adaptation challenges, and recommend actionable reforms.
