Fertilizer management regulations simplified
From 1 July, many fertilizer management regulations have been simplified under Resolution 66.19/2026/NQ-CP. Most notably, the state inspection procedure for imported fertilizer quality has officially been abolished. Conditions for fertilizer trading under Article 42 of the Law on Crop Production are also no longer applied.
The validity period of fertilizer circulation recognition decisions in Vietnam has been extended from 5 to 10 years and may continue to be renewed. For existing circulation decisions still valid before 1 July, an additional extension of 5 years will be granted upon expiration.

New Decree for sanctions in plant production, protection, and quarantine
The Government has recently issued Decree No. 214/2026/ND-CP on administrative sanctions in the fields of plant production, protection, and quarantine. The Decree is intended to strengthen oversight across the entire value chain, from variety testing and production to the trading of plant varieties, and from the management of planting area codes and plant variety protection to import and export activities.
The Decree stipulates that the maximum fine for individuals is VND 50 million in the field of plant production (excluding fertilizers) and VND 100 million in the fertilizer sector. For organizations, the maximum fine is twice the amount imposed on individuals for the same violation.

Vietnam’s fruit and vegetable export surged in H1
Vietnam's fruit and vegetable export turnover reached 3.65 billion USD in the first six months of 2026, up 17.8% year-on-year, making the sector one of the fastest-growing export groups in the agriculture and environment sector.
The Ministry of Agriculture and Environment forecasts that supplies would remain sufficient and the domestic market would stay stable, with no shortages or unusual price fluctuations in the second quarter.
However, as many fruits enter their peak harvest season, some localities may face temporary price pressure if storage, processing and consumption capacity fail to keep pace with rising output.
Increasingly stringent quality and food safety requirements imposed by importing markets, particularly the European Union, China and other high-end markets, pose the biggest challenge.
