An Impact Clusters (IC) subsidy program for providers of technologies, knowledge or services, that will help Ukrainan MSMEs or farmers, learn and strengthen their skills. It can also create trade and investment opportunities for (Dutch) companies taking part.
IC subsidy conditions
Impact cluster shall consists of at least 3 partners:
- A subsidy applicant (lead party) – a Dutch legal entity (a company, knowledge institution, trade organisation and NGO, that work together with companies)
- At least 1 local partner from Ukraine

If you do not have an impact cluster, contact us first for advice on how to proceed. Sometimes, forming a new cluster may take longer than expected. If this means you cannot submit a subsidy application on time, you may be able to submit your complete application during a new application round.

Sectors and themes
The project must match one of the Netherlands government's preferred private-sector development sectors in Ukraine.
Agri and food:
- Dairy, potato, food processing, technology transfer
- Horticulture and planting materials: Floriculture and ornamental, fruit and vegetable production and processing, open field and greenhouse production
Water and infrastructure including irrigation and surface water monitoring and quality management;
Renewable energy including biogas and biomethene;
Energy efficiency in cross-cutting economic sectors: Water, agri and food, life sciences and health, and other sectors relevant to Ukraine.

- Start date for quick scans application: Monday 30 March 2026
- FInal date for submission of mandatory quick scan: Tuesday 2 June 2026
- Final date for submitting a full proposal: Tuesday 1 September 2026
IC is a 6-year subsidy programme that runs until the end of 2028.

Subsidy budget
Impact clusters can apply for a subsidy ranging from a minimum of €150,000 to a maximum of €620,000. Impact clusters can receive a subsidy for up to 60% of the eligible project costs.
