Ukraine’s dairy sector stakeholders have initiated consultations on the development of a comprehensive Roadmap for integration into the European Union. The Roadmap, developed with the support of the Embassy of the Kingdom of the Netherlands in Ukraine, is intended to serve as a strategic and operational framework to guide the gradual alignment of Ukraine’s dairy sector with EU regulatory requirements and market practices.
The initiative reflects the increasing importance of structured sector planning in the context of Ukraine’s EU accession process and ongoing agricultural reforms. The development of a sector-specific Roadmap aims to provide clarity on regulatory priorities, support coordinated implementation of reforms, and strengthen the preparedness of dairy sector operators for integration into the EU regulatory and economic environment.

Stakeholder engagement through consultations
As part of the Roadmap development process, stakeholders are invited to participate in consultations through an online survey. The consultation process aims to gather input from dairy producers, processors, industry associations, and other sector representatives to ensure that the Roadmap reflects practical realities and addresses the key challenges faced by market participants.

The consultation focuses on identifying priority areas for sector development, including regulatory adaptation, investment needs, production standards, and market access. Feedback from stakeholders will help define practical implementation steps, timelines, and support mechanisms required for effective integration with EU frameworks.
The consultation process also supports dialogue within the sector and contributes to a more coordinated approach to policy development and implementation.
Supporting Ukraine’s integration into the EU agri-food market
The development of a Roadmap represents an important step in preparing Ukraine’s dairy sector for participation in the EU single market. Alignment with EU requirements involves adaptation to standards related to food safety, hygiene, animal health and welfare, traceability, and quality assurance, as well as compliance with regulatory procedures governing production, processing, and distribution.
