Ukraine Partnership Facility (UPF) supports projects involving Dutch companies and civil society organisations aimed at the reconstruction and sustainable recovery of the Ukrainian economy and society. Projects focus on delivering tangible results that contribute to broader local economic and social development. The projects must have a long-term impact on local communities, business networks and civil society organisations. Here is the summary of the projects financed through UPF2.

UPF2

In the second opening round of funding, known as UPF2, RVO approved a total of 13 projects, with a combined funding of 32.5 million euros. Below is a summary of the impactful projects in AgriFood sector financed through UPF2.

Agri-food

Bake4Ukraine:

The project aims to enhance food security for urban and rural communities. By establishing a training centre for vulnerable groups, the project strengthens the bakery sector. It also trains small to medium-sized bakeries in Ukraine.

DUBIC:

Rebuilding the Ukrainian soft fruit sector in line with the EU Farm-2-Fork strategy. Boosting strawberry and blueberry prices for farmers creates seasonal jobs and secures export contracts. Also, the project includes installing fertigation systems and training programmes for students.

Smart Harvest:

Boosting vegetable, berry and greens production by establishing an innovation hub for hydroponics and greenhouse technologies. This project showcases innovative, proven and highly productive greenhouse crop cultivation systems, providing training and business development infrastructure. This innovative concept aims to inspire and accelerate the growth of a sustainable and productive horticultural industry in Ukraine.

UPF3

UPF 3 just closed for quick scans. Between 17 October and 21 November 2025, UPF received over 140 quick scans for round 3 in the sectors of Healthcare, Sustainable Energy, Agrifood, Water and Circular Construction. Applicants can submit their proposals as of 30 January 2026.
