Ukrainian state support programs in horticultural sector are aimed at creation of new jobs in communities, support producers, and ensure sustainable development of rural areas, especially in conditions of war and post-war reconstruction. State support will help the farmers to plan production and sales more effectively, develop processing, increase the competitiveness of products in the domestic market.

The Ministry of Economy, Environment and Agriculture of Ukraine resumes accepting applications for state aid in the form of grants for the development of horticulture, berry growing, viticulture and greenhouse production in Ukraine.
For projects in frontline and deoccupied territories, the state can cover up to 80% of the project cost.
Business entities registered in the State Agrarian Register Державний Аграрний Реєстр can apply. The project must be implemented on land, ownership or use of which has been confirmed for at least 7 years.
We are restoring one of the important programs to support farmers – grants for gardens and greenhouses. This is not short-term assistance, but an investment in the development of the agricultural sector, creating jobs in communities and increasing the sustainability of production. In 2026, the state budget has allocated 465 million USD for the program. Our goal is to support producers, stimulate the creation of value-added products and ensure sustainable development of rural areas, especially in conditions of war and post-war reconstruction,”
emphasized Deputy Minister of Economy, Environment and Agriculture of Ukraine Taras Vysotsky.
In 2025, 69 projects were supported within the framework of the program for a total amount of UAH 438.4 million (8,8 mln EUR), of which UAH 268.1 million (5,4 mln EUR) was directed to the development of horticulture and UAH 170.3 million (3,4 mln) to the construction of greenhouses. In total, since the beginning of the program - since 2022, the state has already provided grants for the development of gardens and greenhouses for more than UAH 1.6 billion. In particular, UAH 1.1 million for gardens and UAH 495 million for greenhouses.
Grants for fruit gardens
Grants for gardens can be obtained for planting and arranging plantations with an area of 1 to 25 hectares. The maximum amount of support is up to 10 million UAH (200K EUR) per recipient, but no more than 400 thousand UAH (8K EUR) per hectare. Grants for greenhouses
Grants for greenhouses are provided for the construction of typical project of modular greenhouses ( Типовий проект модульної теплиці.pdf) with an area of from 0.4 to 2.4 hectares. The size of the grant depends on the area:
- 0.4–0.6 ha – up to 2 million UAH (40K EUR);
- 0.8–1.2 ha – up to 3.5 million UAH (70K EUR);
- 1.6–2.4 ha – up to 7 million UAH (140K EUR).
Grants for the construction of vegetable/fruit storages
The Cabinet of Ministers of Ukraine has adopted a decision to introduce a new direction of state support for agricultural producers - granting grants for the construction of vegetable/fruit storage facilities. The relevant resolution was adopted at the Government meeting on January 21.
According to the resolution, it is envisaged to provide grants in the amount of up to 30% of the construction cost, but not more than UAH 20 million (400K EUR), subject to co-financing by the recipient. The support is aimed at the construction of new vegetable/fruit storage facilities with a capacity of 3 thousand tons or more. Special conditions are provided for frontline territories. The state can cover up to 50% of the cost of new construction.
Preferential conditions apply if the enterprise:
- is registered and operates in the territories of possible hostilities or territories of active hostilities, or territories of active hostilities, where state electronic information resources operate, for which the date of cessation of the possibility of hostilities or the date of completion of hostilities has not been determined, included in the list of territories in which hostilities are (were) conducted or temporarily occupied by the Russian Federation, approved by the Ministry of Development;
- has the right to own and/or use land plots, 80% or more of which are located in temporarily occupied territories.
- Projects must provide for the creation of new jobs: at least 12 permanent employees for vegetable storage facilities with a capacity of 3 to 6 thousand tons and at least 16 employees - for facilities with a capacity of over 6 thousand tons.
- The implementation period of new construction will be from 6 to 18 months from the date of receipt of grant funds
The introduction of grants for the construction of vegetable/fruit storage facilities is an investment in the sustainability and stability of the agri-food sector. The new tool will allow farmers to more effectively plan production and sales, develop processing, create jobs and increase the competitiveness of products on the domestic market

It is expected that the implementation of this resolution will contribute to the development of the modern capacities of storing vegetables and fruit, reduce post-harvest loses, and seasonal price fluctuations as well as strengthen of processing infrastructure in the regions.
