In early November 2025, Romania's Ministry of Agriculture and Rural Development published the estimated calendar for the launch of interventions under Pillar II (Rural Development) of the 2023–2027 CAP Strategic Plan.
New revised calendar for end 2025, beginning of 2026
The calendar provides farmers, processors, and interested beneficiaries with an overview of the indicative launch periods for the sessions and the available financial allocations, with a view to better planning investments and preparing the necessary documentation.
According to the published calendar, between December 2025 and February 2026, several calls for projects will be open for interventions dedicated to investments in agriculture and processing.
More information (including the applicant’s guides) will be published on the website of the paying agency AFIR (in Romanian), before the launch of each call for projects.
EU funding opportunities
- DR-23 – Investments for the processing and marketing of agricultural products, with an allocation of €164.9 million (estimated launch: December 15, 2025); for sectors such as milling, baking, and pastry making.
- DR-16 – Investments in the vegetable and/or potato sector, with an allocation of €151.3 million (January 19, 2026); for both field and greenhouse vegetables.
- DR-12 – Consolidation of established young farmers and newly established farmers, with an allocation of €169.5 million (January 30, 2026).
- DR-17 – Investments in the hop and/or table grape sectors, allocation of €45 million (February 2, 2026).
- DR-19 – Non-productive investments at farm level, allocation of €11.7 million (February 9, 2026). Under DR-19, support is granted for the establishment of natural protective curtains (tree-curtains) for crops at farm level, in particular for orchards and vineyards and crops for which eco-schemes have been accessed, all based on standard costs.
- DR-21 – Investments to prevent the spread of African Swine Fever (ASF), allocation €10 million (February 13, 2026).
- DR-18 – Investments in floriculture, medicinal and aromatic plants, allocation €5 million (February 23, 2026).

Efforts to close implementation of previous programming period
Some of these measures had already been announced in June 2025 (Paying Agency announces new financing opportunities). However, it appears that the Romanian authorities have focused more on completing the spending of funds from the 2014-2020 period, postponing the allocation of the last available funds for the 2023-2027 programming period.
Romania has recorded a good but rather slow implementation of the 2014–2020 National Rural Development Programme (NRDP), achieving to date an absorption rate of 95.16% of the European funds allocated for the development of agriculture and the rural environment.
As the 2014–2020 NRDP nears completion and efforts to close the program are finalized, the Romanian Ministry of Agriculture states that it will focus on the rapid implementation of the remaining interventions in the CAP Strategic Plan 2023–2027, which brings new European funding for processing, renewable energy, digitization, vegetable and flower growing, and young farmers, according to the estimated timetable mentioned above.
