The main recent changes in Ukraine's agricultural policy include:
- the adoption of the Strategy for the Development of Agriculture and Rural Areas until 2030 in coordination with the EU Ukraine Facility program.
- the introduction of new registers and educational platforms for the agricultural sector.
- institutional development of the land market.
- implementation of agricultural restoration programs in frontline areas.
- development of preferential lending.
In recent years, the ratio of direct support to producers to gross revenue of the agricultural sector has continued to decline, reaching 2.4% in 2022-24. In particular, price support to producers remains uneven across sectors; some grain crops were less profitable due to low domestic prices, while sugar and pork received additional support due to import restrictions.
At the same time, the share of support for general services in agriculture also decreased, amounting to 0.8% of agricultural production, which is significantly lower than the average indicators of other countries analyzed.
The main priorities of agricultural development in the coming years should be the implementation of the relevant EU acquis, investments in technologies and digital infrastructure of the agricultural sector, development of irrigation, and support for rural areas.
