Recently, the General Administration of Customs of P.R. China (GACC) revised the registration and management system for overseas food manufacturers with two important features in China's International Trade Single (CIFER) system.
Gamma aminobutyric acid added as product category
Per August 12, under the "Other miscellaneous foods" category, the registration function for "Gamma aminobutyric acid" food manufacturers has been added. The function includes new manufacturer registration, as well as registration modification, registration extension, cancellation, reinspection and rectification for the manufacturers already registered in China.
Change in self-declaration
Per August 14, the system is adjusted as follows:
1. For overseas manufacturers of the following categories:
- Vegetables and vegetable products (fresh and dehydrated vegetables excluded)
- Grain milling products and malt
- Tea
- Nuts and seeds products
- Alcoholic beverages
- Beverages and frozen beverages
- Biscuits, cakes and bread
- Sugars (including raw sugar, sugar, lactose, syrup, etc.)
- Confectionery
- Chocolate (including chocolate, cocoa butter, substitute chocolate and its products)
- Seasoning (excluding sugar)
- Roasted coffee beans, cocoa beans and their products (excluding chocolate)
- Fruit products
- Other miscellaneous foods
when applying for registration or modifying existing registration in China, please fill in the 'Enterprise Commitments' first.
That means if a food company applies for new self-registration for low risk products, as mentioned above, or modify the registered information, they need to fill the ‘Enterprise Commitments’ in documents requirement of the CIFER system.
2. For overseas manufacturers of
- Nuts and seeds products
- Alcoholic beverages
- Beverages and frozen beverages
- Biscuits, cakes and bread
- Sugars (including raw sugar, sugar, lactose, syrup, etc.)
- Confectionery
- Chocolate (including chocolate, cocoa butter, substitute chocolate and its products)
- Seasoning (excluding sugar)
- Roasted coffee beans, cocoa beans and their products (excluding chocolate)
- Fruit products
- Other miscellaneous foods
when applying for registration or modifying existing registration in China, there is no need to fill in 'Products to be registered to China' such as HS codes and CIQ codes. This is a major simplification in the CIFER system.
3. Overseas food manufacturers that have obtained registration in China can check the specific products for which their registration in China through 'Comprehensive enquiry - Registrated in China'.
4. For adjustments to other filling contents such as 'Production type' and 'Annual capacity of actual production/processing', please see the specific information in the system.
Changes in HS and CIQ codes
GACC also revised the product types (HS codes+ CIQ codes) in the CIFER system.
