Regulations Update : National Food Agency of The Republic of Indonesia

Through Presidential Regulation No. 66/2021, which came into effect on July 29, the government of Indonesia has established the National Food Agency (or BPN – in Bahasa Indonesia) to help stabilize staple food supplies in the country. BPN is tasked to coordinate, formulate and implement policies related to food availability, prices, security, nutrition, diversification and safety. The BPN reports directly to the President.

It is remarkable that the regulation limits the BPN’s authority to nine staple foods: rice, corn, soybeans, sugar, onions and shallots, eggs, poultry meat, bovine meat and chilies. In executing its mandate, the BPN assumes certain powers from the State-Owned Enterprises (SOEs) Ministry, Trade Ministry, and Agriculture Ministry, and will replace the Food Security Agency (BKP) – an agency under the Agriculture Ministry.

Article 1

(1) The National Food Agency is a government agency under and responsible to the President.

Article 2

The National Food Agency is tasked to implement government duties in the food sector.

Article 3

In carrying out the tasks as referred to in Article 2, the National Food Agency carries out the following functions:

  1. coordination, formulation and stipulation of policies on food availability, stabilization of food supply and prices, food and nutrition insecurity, diversification of food consumption, and food security;
  2. coordination of the implementation of policies on food availability, stabilization of food supply and prices, food and nutrition insecurity, diversification of food consumption, and food security;
  3. implementation of procurement, management, and distribution of government food reserves through State-Owned Enterprises in the food sector;
  4. implementation of control of food insecurity and supervision of fulfilment of food nutrition requirements;
  5. implementation of development and consolidation of food diversification and consumption patterns, as well as supervision of the implementation of circulating food safety standards;
  6. implementation of technical guidance and supervision on the implementation of affairs in the food sector;
  7. food information system development;
  8. coordinating the implementation of tasks, fostering, and providing administrative support to all organizational elements within the National Food Agency;
  9. management of state property which is the responsibility of the National Food Agency;
  10. implementation of substantive support to all organizational elements within the National Food Agency; and
  11. supervising the implementation of tasks within the National Food Agency.

Article 4

(1) Types of Food which are the duties and functions of the National Food Agency as referred to in Article 2 include:

  1. Rice;
  2. Corn;
  3. Soybean;
  4. Sugar (for Consumption);
  5. Onion;
  6. Poultry Eggs;
  7. Ruminant Meat;
  8. Poultry; and
  9. Chilli.

(2) Changes in Food Commodities as referred to in paragraph (1) shall be determined by the President.
