Financial support for farmers with losses due to natural disaster or ASF

Farmers who have suffered losses on farms due to natural disasters or the occurrence of ASF may submit applications for financial support from the Rural Development Programme 2014-2020 from March 11.

Farmers who have suffered damage caused by at least one of natural disasters: flood, torrential rain, drought, spring frost, negative effects of winter, landslides, avalanche, hail can apply for aid under the measure "Investments to restore the potential of agricultural production" , hurricane, lightning strike. In addition, farmers may apply for support, to which decision was ordered by the district veterinarian to slaughter pigs or destroy pig carcasses in order to combat ASF.

Support is available to those who have suffered losses in the year in which the aid application is submitted or in at least one of the two previous years.

The amount of losses in agricultural crops, livestock or fish entitling to apply for aid must be at least 30%. average annual agricultural production. Losses must also relate to a farm component, the reconstruction of which requires incurring costs eligible for support. The amount of losses incurred on the farm is determined by a commission appointed by the voivode.

In the event of ASF outbreaks, farmers who were ordered by the district veterinarian to kill pigs or destroy their carcasses in order to combat ASF, and on the day of issuing this decision, these animals accounted for at least 30 % of  pigs in the possession of the host.

The maximum amount of support that a farmer may receive in the entire implementation period of Rural Development Programme  2014-2020 is 300,000 PLN (70 000 EUR), except that it cannot exceed 80 % of eligible costs.

In the event of natural disasters, the subsidy may be granted for investments to restore damaged farm components, e.g. for the restoration of perennial plantations, orchards, the reconstruction of damaged buildings or the purchase of new agricultural machinery or equipment.

In turn, a farmer whose farm has been damaged by ASF can receive compensation for investments not related to pig production.

Applications are accepted by the regional branches of the Paying Agency from March 11 to December 31, 2021.

Flower prices before Womens Day in Poland are rising

On the biggest wholesale market in Poland called Bronisze a bigger  demand for flowers was noticed due to approaching Womens Day that is broadly celebrated in Poland. The most popular flowers for the celebration remains tulips. A big pack of 25 tulips costs ca 40pln (less than 10eur), but dyed tulips (blue tulips seem to be the most demanded) are more expensive.

Campain against burning grasses

With early spring, the fire risk associated with burning grasses increases. The ARMA emphasized that, contrary to popular opinion, burning meadows does not result in more abundant regrowth of grasses and does not improve the quality of the soil. "Moreover, it greatly reduces the value of the crop. After a fire, the soil becomes barren and may take several years to recover to its pre-cataclysmic state."

Fire destroys not only the layer of life-giving decay, but also kills animals. Setting grass on fire is often the cause of forest and farm buildings fires, in which people also lose their lives.

"Moreover, if a fire occurs as a result of setting grass on fire, which would endanger the health or life of many people or damage large property, then the perpetrator - in accordance with the provisions of the Penal Code - is subject to imprisonment for up to 10 years" - emphasizes the office.

Recently, representatives of the Ministry of Climate and Environment informed that penalties for, inter alia, burning grasslands may still go up. In addition to penal sanctions and fines, people who burn their meadows are also threatened with additional penalties imposed by the ARMA. In extreme and persistent cases, even complete suspension of CAP payments.
