Romanian Corona agri news - update week 23

As of June 1, 2020, Romania takes some new relaxation measures, while the so-called state of alert continues, at least until mid-June. Here are the main ones.

Although malls and restaurants remain closed, terraces of restaurants/cafes/bars can now be opened. Requirements are strict, not only regarding the distancing measures (2m between chairs + max. 4 persons/table,) but also the ‘bureaucracy’ created around it: reservations are necessary, employees need to register the contact details of clients – all this triggering the complaints of the HoReCa sector which feels that recovery will be very difficult under these circumstances. Beaches can reopen. Outdoor events can be resumed, but under certain conditions (max. 500 persons, all seated, 2m in between).

Movement outside towns is now allowed regardless of the purpose. Road and rail transport to other countries has also resumed as of June 1, while air transport is still banned from/to destinations such as the Netherlands (at least until mid-June, with the exception of charters for seasonal workers or for repatriation which are currently allowed). ALL persons entering Romania must still go into quarantine/isolation (at home or a place of their choice) for 14 days; there are some exceptions, including for representatives of foreign companies having a representation/company in Romania (nevertheless, Dutch businessmen are advised to contact the Consular Department of the NL Embassy in Romania for details prior to departure - www.nederlandwereldwijd.nl/landen/roemenie).

The obligation to wear masks in ALL indoor area continues (that means: commercial areas, public areas, transport means, at work and any other enclosed spaces). Temperature must be checked before allowing entrance into buildings (no entrance if temperature is above 37.3˚C).

Schools remain closed, except for final study years, that is 8th and 12th graders who must take exams in June. Shopping malls, restaurants also stay closed (including hotel restaurants which can provide room service only). The forming of pedestrian groups larger than 3 persons (not belonging to the same family) is still forbidden.

In mid-June the next phase of the relaxation period is expected. Both business and society expect and lobby for increased relaxation, including the resumption of flights (at least to/from EU countries).
