ROMANIA – AGRI-RELATED GOVERNMENT PROGRAMME 2018-2020

After being appointed as Prime Minister (the third one in the last year), Mrs Viorica Dancila presented the Government Programme for 2018-2020, the agricultural part of which will have to be implemented by Minister of Agriculture and Rural Development Petre Daea.

There is quite a number of priorities which Minister Daea will work on. While continuing the support started last year for certain sectors (such as tomatoes and wool), he plans to begin with new target sectors as well such as pig reproduction (to which some 360 mln EUR will be allocated and some 300 new breeding farms are envisaged) or buffaloes (30 mln EUR)! Financial and fiscal measures are also foreseen: a new credit and guarantee facility, 0% property tax on worked farmland as well as o agricultural machinery. Farmers’ training (public-private), agricultural high schools and research are also touched upon.

The Programme measures are the following:

1. Granting subsidies for agriculture on time

2. Restoring and expanding the irrigation system

3. Development of the national anti-hail system and for precipitation growth

4. Programme to stimulate the crop, livestock and aquaculture production through the establishment of a business development credit with state guarantees

5. Multiannual support programs for deficient (undersupplied) products: I. Tomatoes, II. Pigs of the Bazna and Mangalita Breeds, III. Reproduction Activity in the Pig Sector, IV. Poultry, V. Wool, VI. Fisheries and Aquaculture, VII. ‘Baltata Romaneasca’ and ‘Bruna’ Cattle Breeds, VIII. Buffaloes.

6. Increasing the absorption of European funds

7. Support for youth employment in agriculture, aquaculture and food industry

8. Develop a short-term training programme for agricultural workers, in a public-private partnership

9. Programme for setting up collection and processing centres for vegetables / fruits and some products of animal origin

10. Programme to encourage activities in mountain areas

11. National research and development programme

12. Programme to encourage organic farming and traditional products

13. Institutional reform of the Ministry of Agriculture and Rural Development and of the subordinated institutions

14. Facilities for Romanian farmers

15. Honey school programme

16. Programme of legislative measures for the agricultural sector

17. Revitalizing the activity of agricultural high schools

+ taxation measures
