White Paper on Reforming Ukraine’s Environmental Policy

On November 10,  the European Business Association presented the White Paper on reforming environmental policy to achieve the goals of sustainable development.

This document, developed by the EBA Committee on Industrial Ecology and Sustainable Development, highlights the main aspects of reforming the state environmental policy and proposes specific measures and directions for its improvement. The White paper has a particular focus on regulatory changes in protecting the environment and combating climate change, as well as financial instruments for their implementation.

Ukraine, as a signatory to the EU Association Agreement, has certain obligations in terms of adapting environmental legislation to European standards. Therefore, our legislation needs reforms which consider the Ukrainian realities.

The business community is convinced that the timely and high-quality implementation of the commitments will help Ukraine maintain its position as a reliable economic partner of the EU and gain additional economic opportunities, in terms of both technologies and investments.

Thus, in the White Paper, the business has formulated its expectations in the form of eleven key reforms in the following areas:

  • industrial pollution,
  • waste management,
  • environmental impact assessments,
  • environmental control and inspection,
  • environmental taxation and investment policy in eco-modernization,
  • adaptation of environmental policy to global climate trends.

Each reform contains a description of the problem, the experience of the EU, the consequences, and suggested solutions for the responsible authorities. The document is available at the link.

We hope that this document will guarantee further effective cooperation with the Government and the Parliament on the adoption of important changes.
