Resumption of business travel, meetings and events operations in Ukraine

The Ministry of Infrastructure of Ukraine has announced the sequence of exit from the quarantine of the transport system:

  • From May 22 - urban and suburban transportation within the district, except for route taxi ;

  • From May 29 - bus transportation within the regions, domestic flights, part of Intercity + and Night Expert trains (in the western, southern, Dnipro, eastern and Azov directions)

  • From June 9 (second stage) - interregional and international road transport, including route taxi. From June 12 - all suburban trains

Starting May 11 UA GOV embark on lifting part of quarantine restrictions

After two months of quarantine, the government will allow the reopening of: parks, museums, libraries, beauty salons, restaurant summer terraces, dentists, law offices, notaries, dry cleaners, and all businesses inside shopping malls, but movie theaters and entertainment centers. Remaining closed will be: most public transportation, intercity and foreign travel by train and air, indoor cafes and restaurants, and schools and universities. Borders remain closed, except for Ukrainians returning to the country.

The stable situation with the spread of COVID-19 makes it possible to begin lifting a part of restrictions from May 11 and the transition to the adaptive quarantine.

Prime Minister of Ukraine Denys Shmyhal announced opening an extraordinary meeting of the Cabinet of Ministers on Monday, May 4th.

“The Government is primarily seeking to ensure the fast launch of all sectors of the economy that had been forced to terminate their activities due to the epidemic. When adopting decisions we are guided solely by the data of our experts. By their calculations, the early quarantine relaxation means thousands of new patients. We cannot allow that,” the Head of Government stressed.

According to the Prime Minister, the stable situation with the spread of infection makes it possible to begin lifting part of the restrictions from May 11 and transfer to the adaptive quarantine measures.

“We have had a lot of conversation with business representatives. We are well aware of their needs and demands of business, and today we have summoned an extraordinary meeting during which we are planning to adopt a draft resolution at the request of business, as it takes time to prepare for safe working conditions,” said the Head of Government.

Denys Shmyhal informed that from May 11 parks, squares, recreation areas will be open for visitors.

In addition, it will be allowed to beauty salons, hairdressers to operate, but on condition of abiding by certain rules, which have already been developed and will be presented by the Ministry of Health of Ukraine.

“We will allow catering institutions to provide only a takeaway service, open-air cafes and restaurants operation in establishments included in the state register of market operators' capacity. It is a very important reference and the ability to control, including by local governments,” said Denys Schmyhal.

Moreover, according to him, wholesale and retail trade in non-food items, excluding entertainment and food areas, and kids play areas in shopping centres, will be permitted.

“Public service institutions will also get permission to operate according to certain criteria. Museums, libraries, training of athletes of national teams and individual training as well. Dentists, auditors, attorneys, notaries, home appliances repair services. All those decisions will be adopted. The resolution will be published and businesses will be able to see clearly in what areas we are planning to reduce quarantine limitations from May 11,” the Head of Government said.

Meanwhile, the PM noted that Ukraine has been on lockdown facing quarantine restrictions: “By May 11, we ask Ukrainians to obey the rules. These are not only the requests of the Government but also of our doctors, who are actually on the frontline. It is critical to ensure the correct quarantine exit process.”

Separately, Denys Shmyhal emphasized the responsibilities of local authorities.

“We understand the importance of synergy with local authorities, but do not disregard the rules that apply to everyone. No quarantine exit decision can be made at a whim,” the Prime Minister stressed.

Apart from that, Denys Shmyhal emphasized that during the quarantine period a network of construction materials hypermarkets and some catering establishments were continuing to operate.

“Trading in building materials has been banned and will remain prohibited until May 11. The same applies to food and drink venues. All relevant cases of violations are now being reviewed by law enforcement agencies. A small store should operate on an equal footing with hypermarkets,” the Prime Minister summarized, noting that there should be no elite in such matters.

Ukraine to completely shut borders on March 27

KYIV. March 26 (Interfax-Ukraine) – Ukraine will completely shut its borders and stop any passenger transportation before the end of Friday, March 27, Ukrainian President Volodymyr Zelensky said.

"The state border will be closed and all passenger transportation halted before the end of Friday, March 27," Zelensky said in an address to the nation on Thursday.

Zelensky said he had called on Ukrainian citizens to urgently return home two weeks before; most of these people have done so on their own, and over 80,000 others have been evacuated by air, by rail, and by bus.

"However, we can't wait any longer today. We are facing a difficult choice between our citizens who are still abroad and the safety of 40 million citizens inside the country. Our duty as a state is to take care of every Ukrainian," Zelensky said.

Ukrainian diplomatic missions and Ukrainian Diasporas abroad will take care about those who are unable to return within the next two days, he said.

"Nobody will forget about a single Ukrainian left outside the country. We will be gradually returning you from abroad, but depending on the epidemical situation at the place of your stay and also depending on the level of provision with the necessary means and the medical system's preparedness for your mandatory isolation," he said.

Government temporarily bans foreigners from entering Ukraine and closes international scheduled passenger service

The Cabinet of Ministers at an extraordinary meeting on March 14 adopted an order temporarily restricting the crossing of the state border aimed at preventing the spread of COVID-19 in Ukraine.

The document provides:

- temporarily close from 00 h. 00 minutes March 17, 2020 to April 3, border crossings for international regular passenger services (with the exception of a number of categories of citizens);

- temporarily ban from 00 hours. 00 minutes March 16, 2020 to April 3, crossing the state border for entry to Ukraine for foreigners and stateless persons (with the exception of a number of categories of citizens).

This document also instructs the Ministry of Foreign Affairs to inform the foreign diplomats in Ukraine of these restrictions as well as foreign diplomatic establishments.

In addition, at the meeting the Government authorized the Deputy Minister of Health, the Chief State Sanitary Doctor of Ukraine, to exercise certain powers. Namely: regarding epidemiological surveillance (surveillance), prevention of the emergence and spread of infectious diseases, localization and elimination of their outbreaks and epidemics. It is also mandated to designate authorized persons to perform the functions of the Chief State Medical Officers in the regions.

Cargo checkpoints at the state border of Ukraine will continue to operate

KYIV. March 16 (Interfax-Ukraine) – President of Ukraine Volodymyr Zelensky notes that cargo checkpoints at the state border will continue to operate, and freight transport crews will be checked with express tests to detect COVID-19 coronavirus.

"Cargo checkpoints - air, railway, sea and automobile - will continue to operate. Crews of ships, airplanes, trucks can enter Ukraine and are obliged to undergo medical verification with rapid tests," he said in his video address to Ukrainian people posted on his Facebook page on Friday night.
